The colors...
[ He looks them over properly. ]
Each of the symbols is associated with a specific color, and each of the nine grids contain all of the different symbols without repeating... Each region of the grid has a color to the flock name that may hint at the color that needs to be included, perhaps?
[ He's thinking to himself. ]
I wonder if we're to deduce the correct symbol and color placement by considering the symbols already filled in... wait...
That's it, isn't it? No symbol or color is repeated in any given row, column, or grid. Which means what we put in shouldn't clash with the other flocks...

And in that case, first we rearrange the blocks, then we logic out what symbols go in each cell.
